On Wednesday 26 th February 2020, Mansoura University in cooperation
with Administrative Control Authority (ACA), a Seminar entitled “Combating

Corruption 2020” was held in Pediatrics Hospital. General/ Usama Hamid, Office
director of the ACA delivered a lecture, in the presence of Prof./ Ashraf
Mohammed Abd El-Bassit, President of Mansoura University, Prof. Mohamed
Attia El-Baiumy, Vice- President for Education and Students’ Affairs, Prof./ Ashraf
Tarek Hafiz, Vice- President of Higher Studies and Research and Prof./ Mahmoud
Mohammed El-Melegi, Vice-President for Community Service and Environmental
Development Affairs, deans and vice-deans and a number of professors and
students.
Prof. Ashraf Mohammed Abd El-Basit, President of Mansoura University
stressed the importance of ACA in preventing and combatting corruption- a
process which increases the transparency of Egyptian Institutions at an
International level. This in turn would attract foreign investment. He added that
the university seeks to raise the awareness of its personnel regarding the role of
the ACA in preventing and combating corruption. He referred to the role of
research conducted by University staff members to help decision makers
implement the ACA tactics to combat and prevent corruption.
General/ Usama Hamid emphasized the fact that the ACA investigates the
shortcomings of the State institutions, suggests solutions and follows up the
national strategy for combating corruption. This is done in cooperation with
institutions of the State and by following the international standards for
preventing and combating corruption as well as by using Information technology.
IT is used to investigate candidates for supreme positions, money laundry cases,
illicit gains, profiteering through position. It is also used in examining citizens’
complaints and newspaper articles on corruption.
He added that a number of new departments were established in the ACA.
Examples of these departments are: departments of investment support,
nominating candidates for supreme positions, project follow-up, and information
structuring. He referred to the international agreements drawn up with similar

institutions in different countries as well as with the American FBI and the UNO
Office on Drugs. He also mentioned that last year Egypt hosted the African
Symposium for Combating Corruption which was attended by 51 ministers of
justice and interior affairs from 51 African countries.
