This event was celebrated for the first time on October 15th, 1964 in U.S.A. under the name of White Cane Safety Day. This name was selected in memory of photographer, James Biggs, who lost his eyesight in 1921 and in order to manage this plight, he devised a long white stick that offered safe walking for the blind.
